Text komuniké vydaného Skupinou 7 21.11.1991 v Moskve. V hlavných piatich bodoch sa uvádzajú podmienky dohody pre odloženie splácania dlhov vzniklých pred 1.1.1991 Zväzom a republikami, ako aj záväzky o zavádzaní makroekonomických opatrení, dohodnutých s Medzinárodným menovým fondom.
